52 Non-Profit Organizations Joined the Agreement on Public Observation in Elections to the State Duma

In late July 2026, the Civic Chamber of the Russian Federation signed a cooperation and interaction agreement with public associations and other non‑profit organizations. The document is intended to facilitate the participation of civil society representatives in monitoring the voting process during the elections on September 20, as well as to assist in training observers and promoting experience exchange.

The agreement was signed on behalf of the Civic Chamber by its Secretary, Lydia Mikheeva, and on the side of public organizations – by the World Peoples Assembly, the Association of Volunteer Centers, the Union of Women of Russia, the Russian Union of Youth, the Association of Lawyers of Russia, and many other public associations.

Lydia Mikheeva explained:

— We must ensure impartial oversight of compliance with electoral legislation, regardless of the political views of the observers.

The agreement is open‑ended, so other NGOs and public associations may also join it. This should expand the civil oversight framework and further enhance the transparency of the electoral process. In preparation for the elections to the State Duma of the Federal Assembly of the Russian Federation, it is planned to train no fewer than 100,000 public observers, with the Civic Chamber of the Russian Federation and the Non‑Profit Organization "Independent Public Monitoring" responsible for their training.
