"The Dollar is a Monstrous Deception!" The Second World Public Assembly Discussed Deficit of Trust in International Relations
A high-level Panel Session "Trust as the Foundation of a New International Interaction" was held on September 19, 2026, at the World Trade Center as part of the International Business Forum. The event became part of the Second World Public Assembly "New World: Values That Unite" taking place in Moscow from September 18 to 19.
The speakers discussed the causes of the deficit of trust and practical mechanisms for strengthening it. Andrey Belyaninov, Sergey Glazyev, Sergey Cheremin, Rashid Alimov, Tatyana Sizova, and Aquiles Cordova Moran spoke about why trust has become a scarce resource, what hinders its strengthening, and what practical steps are necessary to restore it, even in situations of diverging political positions. The topics of trust as an economic resource, the role of public diplomacy, and direct ties between people, business, universities, and scientific communities were also raised at the Panel Session.
Secretary General of the World Peoples Assembly Andrey Belyaninov reported that the Assembly receives numerous requests from businesses asking for assistance in promoting their products to foreign markets and exporting goods.
— Today we are witnessing an acute problem with payments under sanctions. The new settlement system is not yet working, and within the Assembly we have created a Council for International Economic Activity with the aim of developing a set of solutions to this problem. In this context, issues of artificial intelligence in export-import transactions, as well as the qualifications of officials processing goods at the border, are becoming particularly relevant, - Andrey Belyaninov noted.
According to State Secretary of the Union State Sergey Glazyev, the cause of the critical deficit of trust in the world is the West's use of deception as its main geopolitical tool. He cited historical examples, including the outbreak of World War I, support for Nazism, and the genocide of the indigenous population of America, and also pointed to deception as the basis for drawing Ukraine into war against Russia and for the disruption of the Minsk and Istanbul agreements. In economics, he called the dollar "the most monstrous deception," emphasizing that this currency is backed by nothing but growing American debt and that it is used as an instrument of political pressure.
Member of the Supreme Advisory Council of the World Peoples Assembly, Professor at the Academy of Public Administration under the President of the Republic of Tajikistan and Shanghai University of Political Science and Law Rashid Alimov stated that a just world must be based not on force or the imposition of a fait accompli, but on justice, respect for law, and on an end to occupation. According to him, truth requires not words but concrete actions from the International Criminal Court, the UN, and human rights structures. He also expressed confidence that the Israeli occupation will not be able to destroy the ancient Palestinian people.
Following the discussion, the participants agreed on the need to form a sustainable infrastructure of trust between countries and peoples, recognizing that without mutual respect, equality, and responsibility it is impossible to build long-term partnerships. They agreed to further develop direct ties between public, business, scientific, and cultural circles, as well as to carry out practical work within the Council for International Economic Activity. The session participants agreed to continue their joint search for solutions capable of strengthening trust and ensuring sustainable development even amid persisting disagreements.
