Public Offer Agreement

1. Definitions
1.1. Offer — this document, constituting a public offer in accordance with Articles 435 and 437 of the Civil Code of the Russian Federation.
1.2. Acceptance — full and unconditional acceptance of the terms of this Offer by making a payment.
1.3. Operator — the International Union of Non-Governmental Organizations "World Peoples Assembly", TIN [ИНН], PSRN [ОГРН], registered at: Moscow, Uspensky Pereulok, 4A.
1.4. User — an individual or legal entity registered on the website world-assembly.org who has accepted this Offer.
1.5. Entry fee — a one-time payment required to join the World Peoples Assembly.
1.6. Membership fee — a periodic payment for maintaining membership in the World Peoples Assembly.
2. Subject of the Agreement
2.1. The Operator undertakes to provide the User with the opportunity to join the World Peoples Assembly and enjoy membership benefits, and the User undertakes to pay the corresponding fees.
2.2. Membership includes the benefits listed in the Terms of Service (Section 6) and on the membership page.
3. Acceptance Procedure
3.1. The Offer is considered accepted from the moment of receipt of funds in the Operator's bank account or receipt of confirmation from the payment provider.
3.2. To accept the Offer, the User must:
- Be registered on the Website
- Confirm their email address
- Select the fee type and payment method
- Make the payment
4. Pricing and Payment
4.1. Entry Fee

4.3. Payment Methods
- YooKassa (YooKassa LLC) — bank cards and other methods available in the payment system interface
- Stripe (Stripe, Inc.) — international bank cards
4.4. Bank card data is entered on the payment provider's secure page and is not processed or stored on the Operator's servers.
5. Rights and Obligations
5.1. The Operator undertakes to:
- Provide the User with access to membership benefits after receiving payment
- Ensure the Website's operation
- Notify the User of changes to the Offer terms
5.2. The User undertakes to:
- Pay fees on time
- Provide accurate information during registration
- Comply with the Terms of Service
6. Refund Policy
6.1. Refunds are issued in the following cases:
- Technical error during payment processing (double charge)

6.2. Refunds are not issued:
- Upon voluntary cancellation of membership after the start of the paid period
- If the account is blocked for violation of the Terms of Service
6.3. To request a refund, send a request to info@world-assembly.org including your full name / organization name, account email, payment date and amount, and reason for the request.
6.4. Processing time: [КОЛИЧЕСТВО] business days. Refunds are issued via the original payment method.
7. Term
7.1. The Agreement takes effect from the moment of acceptance and is valid:
- For the entry fee — indefinitely
- For the membership fee — for the duration of the paid period (1 year)
8. Termination
8.1. The User may terminate the agreement by sending a notification to info@world-assembly.org.
8.2. The Operator may unilaterally terminate the agreement if the User violates the Terms of Service, or by decision of the Presidium of the General Council of the World Peoples Assembly.
9. Dispute Resolution
9.1. Pre-trial claim procedure is mandatory; response period is 30 days.
9.2. Court at the Operator's location, legislation of the Russian Federation.
